Level caps have been changed to be quest-based instead of zone based. This means several important things have changed.

• People who are flagged for Kunark can now level passed 51 in Classic zones
  
• People should no longer de-level to 52 when going to Kunark from a Classic zone
  
• Some issues may arise with the new quest-based level system, so report any issues in the bugs section.
  

Also, dragons in Temple of Veeshan should now have their correct spells.
